He won't commit, but won't leave me alone?

Long story short, the man I love refuses to commit. He's said before that he just doesn't want a relationship right now, but has also said in ping that he has very strong feelings for me. Quite frankly, I think he's afraid of the L-word, and I won't be the one to say it first because I don't want him to say it because he feels obligated to (he knows how I feel). Anyway, every time I try to "dump" him (as a friend, because we aren't dating), he comes crawling back into my life eventually some way or another. And it's not because I'm a call or anything; we haven't messed around in over two years (when we were best-friends-with-benefits), and this pattern started about a year and a half ago after a falling out. What should I do? I would like a relationship with him, but don't know if it's possible. I've tried every tactic to get rid of him (overly needy and emotional, extremely cruel and bitter, straightforward and honest)... he just won't get out of my life! He always comes around right when I start to move on, too. Help me!!
